Yes, for breakfast and dinner.

We had breakfast there yesterday and a gentleman stepped off the elevator before us and simply asked to eat at the bar (no reservation) and they pointed him to it immediately. He clearly didn't care anything about the characters (I watched out of curiosity and he didn't even turn around to look at them!) but wanted a nice meal.

When we went for dinner, people inquired and were seated there without a reservation, too.

Also keep checking! They pop up a LOT and you can set up a reservation finder to make it easier.

They actually don't serve lunch there - just breakfast, which is a character meal, and dinner, which is a Signature dining experience.
 

I've been trying to get a reservation but I do have to ask before I keep trying- is it really worth $42 to eat a waffle (granted a very fancy sounding waffle) and wave at the characters from afar?

Keep checking. I got a notification from mouse dining that breakfast spots opened tonight at Topolino’s and Chef Mickey’s. Been trying since 60 days out. 😅

Walk up dining is always an option. There is a list for that on the MDE app. That was my back up.
 
I've also been trying unsuccessfully since my 60 days out to get a ressie. Done it once and willing and eager to go again. The food and experience is delightful IMO.
 
Is breakfast worth it? I finally grabbed an ADR that popped up for the end of the month. Two adults - we know that the characters are people in costumes...loved 1900 Park Fare and the Wave when they were buffets and the mimosas...

Worth is always subjective, but it was to me. I used my AP discount for a little break. The food is great and the characters charming! In my opinion, and when we went, Donald and Daisy got into the roles more.

These were today at 9am Central so 8am DW time. Getting there sooner than later is advisable but another route to dining without an ADR. I have seen 5 minute waits at Topolino’s at 10 or 11am.
