If you think about it, there isn't much of a reason to keep timekeeper closed. Yeah, the film does have a pre 9/11 NYC skyline, but that could change. There isn't much of a cost savings, really, if you think about it - it would take only a few cms to run it.
No, the way I understand it, the reason it is closed is because it is easier for disney management to keep it closed than to deal with the complaints about it. From what I understand, timekeeper was the most complained about attraction at walt disney world. People complained that they had to wait a long time, then had to stand in the theatre and there was no seating. If you think about it, waits could pile up there since it is admitted a whole theatre at a time. This is basically what happened to the boat ride in DAK - people complained about it, and it was easier to just close it than deal with the complaints.
If you want to see timekeeper open, I really think it possibly could be opened if TONS of people started complaining about it being closed. But it would have to be enough people to make it worth it over the perception that so many people complained about it being open. But I honestly think if there was a landslide of complaints about it they would open it - the cost savings can not be that much.
The COP, on the other hand, suffers from attendance problems.
