I'd say ease her into the dark rides, definately! My dd3 was so afraid of the dark, scary, Figment ride and that ruined the inside rides for her. Definately don't do Haunted Mansion;) ...bet you already figured that out.

Start easy with something like the carousel or It's a Small World. If she likes the tame rides work your way to the "scarier" ones like the Pooh ride (noises, black lights, dark, bouncing).

Eating a big lunch is better than eating a large dinner for our little ones. They are just so tired at dinner time and don't want to sit at a nice restaurant at this time of day.
My dd3 is also afraid of the fireworks when viewed really close to the castle but, she liked them alot better from the train station.

At the age of 2, dd was afraid of the characters but, at 3, she absolutely loved them. I'd say bring along (or buy) an autograph book and ease her into the characters by having a "face" character sign her book first....like the princesses at Restaurant Akershus.

If you or your SO want to ride a thrill ride, ask for the child swap ticket and, look for a toddler play area at the exit to Splash Mountain to take a break.
