No, the screen is big enough to be impressive as it is. But a new film would definitely be welcome.

Nope. It would actually mess up the illusion. The world really isnt "3d" when you are up that high, so if things jumped out at you (outside of the golf ball) it would just be weird. They do need to clean up the film though!
Whilst the lines for this ride are consistently as long as they currently are, Disney will not be spending any money on this!

No, but there is a newer technology that has a faster refresh rate than your eye can see, as well as more pixels than the eye can see called 4K. This makes it so realistic that your eyes basically think they are looking out a window. This is the future, not 3D and is what should be used (as well as making it all digital) in things like Soarin' and I think should have even been used in the new Star Tours. This avoids the issues of motion sickness caused by the 3D as well that many experience on Star Tours.
And if you think you might have seen this somewhere, you probably have, it is similar (at least in concept, but probably implementation as well) to Apple's Retina Display.
As for a new film, ones in the U.S. would be very hard to get permission to do, not impossible, but very difficult due to new security regulations after September 11th.

Sorry, but I have to disagree with these points.
4K and Digital are not as high a resolution as the current Soarin' film, which has much higher depth of resolution than digital video, and is shown at 48 frames per second, which is an extremely
high "refresh rate."
3D and 3D glasses don't cause the motion sickness associated with simulator rides.
It is the lack of perfect synchronization between the physical motion of the simulator and the associated action on the film.
Guests get motion sickness on Mission:SPACE, and the images used on that attraction are not 3D.
Similarly, guests got motion sickness from riding the original Star Tours (and much MORE SO on the old Body Wars,) and the images used on those attractions were not 3D.
Apple retina display resolution is less than large format IMAX film frames.
There would be little problem shooting new footage from the air of most any site wanted.
Footage is still shot very frequently for other projects.
It would absolutely be better in HD 3D. It's good as is, but the film is quite dull and the color lacks in saturation a depth. HD would add 5x the pixels per frame making the video sharp and much more realistic. The dimension and depth of 3D technology would immerse you in the film. Think about the ski slope scene and how it is now. ....think about how it would be if you were flying between those pine trees. I'll bet the ranch Disney bumps Soarin' to HD/3D in the near future.
