Not sure the "official" time, but the directional sinage on property had MK as Full just before noon when we were out by Port Orleans.
As far as I know the complete capacity closing was not for very long. MK was open for guests for most of the day. Hubby went into work at 3:45 and said it was really busy but had died off and that after fireworks it was/is very slow (would be a great night to utilize EMH).

When the power went out it made a crowded situation even worse, since no one was in the rides or waiting in line. Just walking around was almost impossible.
We were on Buzz when the power went out and there was no emergency lighting it was totally dark. The only thing lighting up the room we were in were the lights from peoples cell phones and digital cameras.
You gotta hand it to Disney. Even though the power went out, shutting down all the rides, the gift shops still remained in operation with full power.
