Rental Car to/from Port

So I have a rental car with Budget booked for the two days we'll be in Orlando before our Saturday cruise departure, which we plan to drop at the Port Canaveral location and take the shuttle to the ship. Was looking to do the opposite on our return, one way rental from Port to MCO, but have a couple questions. One, I read they won't let shuttles into the port now until 11:00, does that go for pick ups as well or just passenger drop offs? We were off the ship and in our own vehicle last time when we drove down by 9:00 so I don't want to wait two hours! Also, when I look to reserve a Port-MCO rental they add $9.99 in fees for Port shuttle. They do not add that on our incoming drop off...when I would also use the shuttle. Is that standard as well? Anyone have any insight? Thanks!

11 am restriction is for private transfers taxis only and not if your driving.

Pick ups and drop offs by private vehicles is fine.

For embarkation aim to arrive to your PAT or after 10.30am.
Disembarkation you can start to get off from 7.30am and normally everyone off is typically at 9.00am. You can schedule a pick up during that time and consider breakfast will be around 6.45>7am on main breakfast and 8 am on Late breakfast tied to your evening dinner of main or late.

All 3 years I have cruised Disney I have rented a car and we get off the boat around 8 am and have waited no more than 5 minutes for our shuttle and we have used Budget plus other rental companies. The shuttle when you get off the boat seem to work better than when you get on the boat but I do try to be off the boat by 8 am.

i have not seen the $9.99 Port Shuttle fee before. Not sure if it is something new.

I was hit with the $9.99 port shuttle fee for my rental with Budget after the cruise. This was in April 2015.
