The city that Arnold lives in is a combination of Seattle, Brooklyn, and Portland. There are possible hints that the city is called Hillwood. For example, the Hillwood Medical Center or Hillwood Zoo.
 
This was the first animated series on Nickelodeon to use children as voice actors.
 
This series was originally supposed to end with three half-hour episodes. These episodes became Hey Arnold! The Movie (2002).
 

Premise
The show stars 4th-grader, Arnold, who lives with his paternal grandparents, Phil and Gertrude, proprietors of the Sunset Arms boarding house. In each episode, Arnold often helps a schoolmate solve a personal problem, or encounters a predicament of his own.
 
Setting
Hey Arnold! takes place in the fictional American city of Hillwood. Craig Bartlett stated in an interview that the city on the show is based on large northern cities, including Seattle (his hometown), Portland, Oregon (where he went to art school) and New York City (from which many landmarks were borrowed).[1] Bartlett, having grown up in Seattle, bases many of the show's events on his own experience growing up in the city. The Pig War mentioned in the episode with the same title took place on the boundary between what is now the State of Washington and British Columbia.

The overpass above Arnold's house is possibly the Alaskan Way Viaduct in Seattle. In many first-season episodes and later, the Brooklyn Bridge is seen as a prominent landmark in the city. Other episodes show an overview of Arnold's neighborhood, with the New York City skyline in the horizon, complete with the Empire State Building, Central Park and World Trade Center, suggesting that Hillwood could be a neighborhood in Brooklyn or Queens. Also according to a list of public elementary schools in New York City PS 118 is a school in St. Albans, which is a residential community in the New York City borough of Queens. Also, in the episode "Eugene's Bike", Arnold and Eugene visit Quigley Stadium which is in West Haven, Connecticut and was home to the West Haven Yankees from 1972-1979. West Haven is just north of New York. However, the stadium used in the series bears no resemblance to the actual Quigley Stadium.

Production
Hey Arnold! was created by Craig Bartlett and is based on his comics starring Arnold, which he created in 1986. Using the Will Vinton facilities Walkabout Program (a student production lab), Craig Bartlett created his Arnold Escapes From Church short film which later generated two more clay-animated short films, The Arnold Waltz (1990) and Arnold Rides a Chair (1991) which eventually aired on an early-1990s episode of Sesame Street.[citation needed] The familiar, cel-animated Arnold came about in the mid-1990s when Nickelodeon picked up the new series. Apart from the animation style, Nick's Arnold now wears a sweater, with his plaid shirt untucked (resembling a kilt). Only Arnold's cap remains from his original clay-animation wardrobe. "Arnold" comic strips also appeared in Simpsons Illustrated magazine (Matt Groening, the creator of The Simpsons, is Craig Bartlett's brother-in-law.).

Hey Arnold! debuted as an animated short for the Nickelodeon film Harriet the Spy in 1996.

The show also aired on "Nick on CBS" from 2002 up until September 2004.

Grandma Gertie, Arnold's wacky but wise grandma who is often seen doing outlandish things. She is called "Pookie" by Grandpa Phil. She has a black belt. She and Phil had a similar relationship that Helga and Arnold had when they were kids (though hers were a bit more vicious).
Arnie, Arnold's creepy cousin who lives in countryside. He likes to collect lint, count things, and read the ingredients on the back of food containers.

Oskar Kokoshka, a lazy, self-centered con artist, presumably an immigrant from an Eastern European country (he was called a Czechoslovakian once, though his accent suggests otherwise), unemployed until he became a paperboy. He is hated by pretty much everybody in the boarding house, especially Ernie Potts.
Suzie Kokoshka, Oskar's caring wife, who puts up with all of her husband's antics and laziness.
Nancy and Baby Oskar, Suzie's sister and nephew (Nancy never resided in Sunset Arms). They stated they named the baby Oskar before knowing of Suzie's Oskar.
Ernie Potts, a short statured and short tempered demolition worker; voice by comedian Dom Irrera
Mr. Hyunh, an immigrant from Vietnam, working in a Mexican restaurant. While his Vietnamese accent is very thick, in one episode it is revealed that he has a wonderful country music singing voice.
Mai Hyunh, Mr. Hyunh's long lost daughter (never resided in Sunset Arms) She only appeared in the Christmas episode. It was revealed in the episode that she had been given to American troops during Operation Frequent Wind.
Mr. Smith, mysterious person who never speaks or shows himself to the rest of the boarders (in the first season only)

For short time in Sunset Arms lived Gerald Johanssen ("Gerald Comes Over" episode) and Rhonda Wellington Lloyd ("Rhonda Goes Broke" episode).
 
Arnold's classmates and their families
Helga G. Pataki, a bully secretly in love with Arnold.
Big Bob Pataki, her father, a successful beeper salesman.
Miriam Pataki, her inattentive mother. There are vague implications that Miriam is an alcoholic, as she often drinks "smoothies", forgets things, speaks in a slow, tired voice, has had her driver's license taken from her, and sleeps a lot (often in inappropriate places).
Olga Pataki, her intelligent (and very beautiful) sister, Bob and Mariam consider Olga to be perfect, which bothers Helga. Olga does give Helga more attention than their parents much of the time.
 
Gerald Johanssen, Arnold's best friend. He and his family are African-Americans. Throughout the series both he and Phoebe, another classmate, have a love interest in one another.
Martin Johanssen, his father. a Businessman, he is obsessed with saving money, often going over the top on the price of things like the Electric Bill. It is revealed he is a Vietnam Veteran, and earned Gerald's respect when Gerald finds out his father, a messenger and staff officer, saved the life of a downed Helicopter pilot.
Mrs. Johanssen (first name unknown), his mother, works in the Corner Store as a cashier as seen in the Season 1 episode, "Helga's Makeover".
Jamie O. Johanssen, his older brother, who often bullies him and takes his stuff.
Timberly Johanssen, his younger sister, who's innocent actions often cause him trouble.
 
Harold Berman, Occasional bully and friend, overweight, revealed to be Jewish. Harold would usually cry for his mommy whenever he gets scared.
