I own a 2 bedroom loft & lock out at Westgate. They offer a number of discounts to non-major attractions, have a free continental breakfast (for owners) a few days a week, offer a pretty big discount (for owners) at the restaurant over at Westgate Lakes...that was a huge benefit when we stayed there. I believe they also have discounts on watercraft rentals, the spa, and a bunch of other items...plus a terrible dinner buffet on Saturday or Sunday night.
Is it comparable to DVC? Since I don't use most of the DVC discounts...yes it is. I've used more of the offered discounts at Westgate...including discounted tickets to Splendid China (a one day visit I highly recommend to people who like minatures) and definitely the free breakfast and heavily discounted restaurant meals. And ironically the price wound up being about the same as for DVC except I get what amounts to 3 bedrooms every year....For my first out of area exchange I traded a one bedroom for a two bedroom into the Trapp Lodge during ski season (my unit splits into what amounts to two units that would trade for one bedrooms). Rather than using 60% of my unit for this trade, if I had used DVC it would have been more like 200% since I only have 150 points.
Let me add that my brother got his honeymoon out of my unit without my having to sacrifice it (by renting a getaway week). I couldn't have done that with DVC.
From my point of view (as a single adult usually traveling with big kids if any kids at all) the major savings with DVC is the lack of rental car. That's a pretty big ticket & it neatly counters the benefits of the lock out unit. Which is to say I like them both equally but I will be staying at Westgate (lakes) this year...and won't be going near Disney...not even PI.
