If you are speaking of the Magical Moments pins (interactive) they are $16 and this includes tax.

Can you get these at DTD? I was just there and it never dawned on me to look. I do know that to get the free internet pin you have to buy them at the hat now.

Nearly every place that sells normal pins also sells the interactive pins, as well as replacement batteries should you go through the ones installed and the extra set included.

You are correct that if you wish to get the internet certificate pin, you MUST purchase your Magical Moments pins at the celebration icon inside Disney Studios.
