Ok, I got the e-mail, and am no lawyer so how do I sign up for this? And how do I know when i signed up for paypal (I think it was 2001 but I can't be sure..)

I just clicked onto one of the links they gave, filled it out and printed it, and sent it in. I figured if they sent it to me, what the heck, maybe I'll get some change.

In order to receive any money, you have to have had a dispute with them over a locking of an account or some other grievance as far as I understand.

If you have, then log into your paypal account and look for transactions starting in 1999 in your history. Back then Paypal was giving everyone $5 just to signup. There should be a history record of that being deposited and that'll tell you the day you signed up. Work your way forward from 1999 on to find your start date.
