Park Hopper Upgrade to AP & Photopass+ Activation

On our arrival day, we plan to go into DCA for a couple hours in the afternoon as I want my DD to have the full rope drop experience our 2nd day starting out at DL.

We fly into LAX Sat, Dec 12 at 11am and will have to go through customs. We are doing SuperShuttle shared van to HoJo and am hoping we'll arrive between 2-3 at the latest, drop our bags and head to DCA for a bit. I know RSR FP's will be gone by this time, but am hoping to just wander a bit and get a few admin-type things taken care of. Am I able to upgrade our 5-day park hoppers to AP's anywhere in DCA or at the ticket booths in the esplanade or does it have to be done at DL? Also I had pre-ordered PP+ before they said they'd be having them as part of the AP, but we're doing a couple character meals and I'm hoping to be able to get lots of rides photos and do borders afterward as it's my DD's first trip, so having the full one anyway is okay, as it sounds like some of that doesn't come with the AP Photopass. Can I activate that with the voucher somewhere in DCA as well?

We might try to get FPs for Soarin, hopefully catch the neon going on in Carsland and maybe the BVS tree lighting, visit Santa at Elias & Co if the line isn't too long. Any other suggestions of a few other little rides to check out that won't have too long of lines late in the day? We won't be staying too late as we'll be up early that morning for our flight and want to be at DL rope drop on Sun, Dec 13.

AP upgrade is done at the ticket booths.
PP+ voucher can be redeemed at Kingswall Camera. It is located on the right side after you enter the park, just pass the lockers, and you will see the doors.

Thanks! Does the Park Hopper need to be activated before the upgrade or could I go straight to the ticket booths before entering DCA? In the afternoon, is it fairly quick?
Forgive my ignorance but what is PP+?
PP+ is PhotoPass+. It gets you regular Photopass photographer pictures, as well character meal photos and ride photos.

Thanks! That's exactly the type of things I was thinking about. We haven't been to DCA for 6 years, so pre-Carsland and BVS reno's, so hoping to just get used to the layout of the lands. With any luck, will hear some more feedback in the next couple weeks as to how Anna & Elsa M&G and Olaf's Snow fest wait times are, as I think these would be perfect on our first night. Want to get my daughter used to seeing a few characters before seeing all of them our first morning in DL.
 
The ticket does not have to be activated to upgrade.
 
You can spend a while in Olaf's Snowfest too. besides meeting him, you can also play in the snow (which is kinda icy, not really fluffy) and you can also toboggan! From what I've heard the evening has the quickest line for Olaf too. We were there Friday night around 5:30 and waited 5-10 minutes to meet Olaf and 5 minutes for the toboggan. The snow was being closed to refresh it.
