Last time we were at Disney two years ago, we could overlap fast pass times. So we could have one from say 9:30-10:30 and another one from 9:50-10:50. But now, apparently you can't have them overlapping, which means it takes longer to use up your initial 3 passes. Any reason why they changed it?

If they did allow overlaps, it was very short situation.
It might have been during that brief time when they allowed both FP+ and
traditional FP to be used by guests on the same day.
 
I've have never been able to overlap as you describe.

I have been able to get different tickets to overlap for same experience so we could go in together when we couldn't get them all for the same exact time.
