You should approach the parents before you take the picture, not after.
It doesn't sound much like a photography class it sounds like a class on being rude and inconsiderate.
So if you don't know that a child is going to have a cute reaction to a character you should ask anyway? Photos are precious and if a stranger captured a picture of my child meeting a character for the first time, they could ask me AFTER the picture was taken and let me look at it. Often, you can't plan for a good picture. It just happens spur of the moment so asking beforehand would do no good. You don't know how a child will react when they meet the character.
Taking a picture of a child being delighted by a Disney character is not rude. It's capturing a moment of their childhood.
You seem to get on people taking pictures of things they find amusing or cute. If I see something funny that someone is doing, I will take a picture. Sorry if you think it is rude but if people set themselves up by how they dress or what they do, there are kind of asking for it.
