Mine wasn't DCV either, had this issue a few days back, as well as some others (there's another thread popping around that has it dated back from October 2011)... I emailed Disney about it during the hour I waited from the online to come up to the phone lines to open, and got a response today:
Hello XXXX,
Thank you for contacting the Walt Disney World Resort. Your message was
forwarded to the Walt Disney Parks and Resorts Online team.
We are sorry for any disappointments with the online Disney Dining
Reservation booking system. It is our expectation that you should be
able to use your resort reservation to book dining reservations. It may
interest you to know some of our Guests have reported a similar issue.
However, we want to assure you your experience has also been reviewed by
various areas of our Online Team.
Please know it is only necessary to link your Resort reservation when
booking dining for up 10 days of your vacation once your date of arrival
is 180 days in advance. Once the dates you wish to book fall within 180
days it is no longer necessary to link your Resort reservation. For
assistance with booking reservation beyond 180 days for up to 10 days
after your arrival, please call 407-WDW-DINE (407-939-3463).

Love how they tell me that it might interest me to know I'm not the only one- I told them in my email I knew of issues since October 2011. Still doesn't fix it, or explain why it's now at least 7 months with no fix.
