NY Travel Advisory starting 11/4. NJ & CT have separate lists now

Dd who attends Hofstra University an we were instructed she had to quarantine in a state not on the list.

I don't understand this? Who told her she had to quarantine in a state not on the list? That didn't come from the NYS Dept of Health. One crosses the border into NY from one of the 34 impacted states one must quarantine in NY state. If she was in a state for 14 days, not on the list, unless that state imposes a quarantine when she enters there, she's free to roam around there. Then she doesn't have to quarantine upon entering NY state.

The restrictions are even stricter for some New England states, like MA, NH and VT.

Hofstra told her she has to quarantine for 14 days in a state not on the list before coming to check in to get her dorm room keys. Dd also has to have a COVID test when she starts quarantine along with another one when she arrives at Hofstra. We are fortunate she has a boyfriend living in Syracuse who also attends Hofstra but a lot out of state students are having a tough time adhereing to this .

Same rules for my son (at RIT). He will be quarantining in PA with my parents.
 

NYS is having problems getting the 20-somethings to wear masks and not congregate together. They keep showing up at bars and turning them into street parties, as bars & restaurants aren't opened indoors. It's become like herding cats and try to shoo them away from each other. The only reason we haven't had a spike in the infection rate here is because we are down to 1%. Which these guys know, and WHY they feel they can go out to bars and party. They haven't really spiked the infection rate much, even with all the partying. :rolleyes2

Hofstra and other colleges know it will be next to impossible to have students come in and then quarantine in their dorms or housing. They just won't do it. They are genetically & socially geared toward socializing, especially at that age. Humans really are social animals.

The current NYS rule is that schools in regions in Phase 4 can reopen if the Daily Infection Rate remains below 5% using a 14-Day Average. Schools will close if the Regional Infection Rate rises over 9% after August 1. ALL of NYS is currently in Phase 4. So none of the schools want to do anything to spike up the infection rate and get their school closed.

At least you know, once DD arrives, she will be in a relatively COVID-free environment, if all the students really do quarantine before arriving. 🤞

Oh I totally understand it I really do it just presented a lot of logistical problems in a very short period of time. Dd roommate is coming from California an at the last minute Hofstra was able to offer on campus quarantine for her but she was having trouble finding accommodations up till that point. I will not be able to help her as Hofstra is not letting parents in the dorm which makes me sad but I totally understand.

There's a 24 hr rule in the 3 states. If you are just passing through the state(s), you are allowed to pass through without quarantining. You could come in, drop her off, get her settled, then give her a big hug and be on your way. If the dorms don't let you in, you'd at least be able to see her at the car and all the way up to the front door.

Many schools have a "no parents on campus" rule
 
This has been a nightmare for colleges. My husband works as one and they have had kids call to defer or drop. It is doing a number on their budgets. It makes no sense to tell kids to quarantine in a state not on the list because that state could end up on the list the following week and then you would have wasted your quarantine time. My husbands college has made arrangements at a local hotel for kids and they have to pay $40 a day for the room. The college is providing meals. He is fielding phone calls from parents almost 24 hours a day.

Yes that is what I’m planning on doing an hopefully get to go eat with her near by before heading back

:thumbsup2 Just bring some paperwork as proof that you are truly passing through, like the date DD is to check in at the dorm, in case you get stopped by the police.

If you're traveling to NY/NJ/CT from the following states you must self-quarantine for 14 days.

There was nothing personal in choosing the states. The criteria is that these states have unfortunately a high infection rate of at least: 10 new COVID positive cases per 100,000 people on a 7 day chart, (called a 7-day rolling average.) OR: at least 10% of the total population is COVID-19 positive on a 7-Day rolling average.

The travel advisory does not apply to any individual passing through designated states for a limited duration through the course of travel. Examples of such brief passage include but are not limited to: stopping at rest stops for vehicles, buses, and/or trains; or layovers for air travel, bus travel, or train travel.

Interesting because Kentucky reports a positivity rate of 5.1%. Far below the 10% bar they have set. I’ve seen rates as high as7% reported by other sources but never 10%

Looks like they're above the other metric - cases per 100,000 on a 7 day average. Looks like KY is around 12.5, whereas 10 is their cutoff figure.

It's a 10% increase over the last 7 days. Kentucky was added on last week, BTW.

Oh I see. There’s so many ways to look at the data. I’m not planning to travel there anyway. I was just curious.

Yeah, Poor Delaware keeps being added and taken off the list due to that 10% increase & decrease. The first week it was added to the list, the Delaware Gov. complained. She said that it's not fair to them as a 10% increase for them is a lot less people testing positive versus what it takes for, say, CA to have a 10% increase. The 3 Govs. agreed to work with her. DE was taken off the next week. But it's cases kept going up, so it was added back on last week. This week it's been taken off again.

Washington D.C. (also taken off this week,) will probably get added on and taken off a lot, too. :teleport:
