Non-Disney resort guests using Baggage Handling service

I'm a very strong proponent of following the rules, but find myself, here at a conference at WDW, about something that I don't know the answer to. Someone in my group asked about the airline check-in desk they saw at the Y&B (where the person from BAGS checks your luggage and checks you into your flight), specifically with regard to whether folks not staying at Disney resorts can drive over to a Disney resort and check their bags at that desk and check in for their flight. My initial instinct was "no" but thought I'd check here just to be sure before I gave a definitive answer. (If it is allowed, I'd have them do it at CBR, since getting into the Y&B parking lot this week is difficult.) They're anxiously awaiting your reply.
 
I don't know what the answer is since my family & I have never used DME or the Resort check in for flight back home. However my best guess is that it should not be allowed. I mean DME is for WDW Resort guests only, because I have seen threads here asking if a family member who is not registered for DME can still go on the bus, or could people still use DME to transport their bags to their Resort but they are not signed up for DME. Both times the answers have been no, so how is this any different? Also weather or not CBR is not busy this week they you claim wheile Y&B are, wouldn't that be an inconvenience to guests staying at CBR?
 
No - this is a benefit for resort guests- below is the link and quote from the FAQ Section at the official WDW Website: It seems pretty specific that its a benefit of resort guests:

And here is the wording:

A. Resort Airline Check-In Service is a benefit offered to you if you are staying at a select Walt Disney World® Resort hotel and departing on participating airlines from Orlando International Airport. You can check your luggage and receive your airline boarding pass right at your Resort hotel and you will not need to check in at Orlando International Airport. At this time, the service is only available if you are flying domestically on the following airlines:

I would think the answer is no. If Disney/YC/BC is footingthe bill, I would think the service is for the exclusive use of their paying guests. Best thing to do would be for your friend to call the YC/BC and ask them for the official anser. Have a safe trip and enjoy your conference!
 

This past October while at OKW my neice was leaving a few days before us. She was not using ME but wanted to check her luggage in at the resort. I'm pretty sure they asked us our room number and name to verify she was a resort guest.

Just to clarify another point brought up by CR, on the way HOME from WDW, one can use RAC no matter how one gets back to the airport; there's no requirement to ride the DME bus back to MCO.

This is very different from the arrival leg of the trip, when, by the rules, one must ride the DME bus in order to get the automatic luggage delivery.

Poll question and philosophical question:

Does spending the day in the ballrooms and conference rooms entitle the conventioneer who spends the nights offsite to check his personal baggage as well as exihibit stuff at the RAC desk on his last day?

Third to last visit: August 2004 (pre-DME), Coronado Springs, Institute of Transportation Engineers convention. Actually I did stay on site, using the AP rate which was less than the convention's rate. Recall at most a short evening visit to Pleasure Island or Disney Quest on the convention days.
