Most of the time yes, unless there is a significant price difference all non-alcohoic drinks are included. This includes soda, water, tea, lemonaid and fruit drink. The only thing I could see possibly not included is the specialty drinks that have the marshmellow foam on top.

I got the Coconut Elixer at most places and it was covered except for at Hollywood and Vine where the lady charged me for it . I am usually a water drinker but the waiter at Cape May suggested it as a non-alcoholic alternative to soda covered by the DDP.
The new rules for the dining plan state you can swap your drink entitlement for any eligible snack. Generally all non-alcoholic drinks are snack credits so at a Disney run place you should be able to get any drink including slushies.
At non-Disney places such as Wolfgang Puck they may limit you to soda only.
Also of course different things apply at Table Serice restaurants.
It does vary from place to place so it is best to ask. That is what we did this past week when we were there. At some places shakes were includes as well as some slushes and non-alcoholic "mixed" drinks. But at other places they weren't.
