The park didn't have confirmed cases, the county went up from 34 to 119. They closed out of caution.

Now I'd like to know what the total population is and how many of those cases required hospitalization? This is the slippery slope.

Can't recall off hand, but did Disney win some of the previous suits?
I don’t remember either. I’d have to do some research.
Did a bit of research on this. According to the story in the 6/12 Orlando Sentinel, Disney has won one of these suits in 2018 when a judge ruled that the valuation of the Y&B resort should be cut in half. However that is being appealed and little has happened beyond that. You can read the earlier story from the Sentinel here.
 
How is he flying over the MK? Is the flight restriction only in effect when the park is open?
You can request approval to fly over MK I’m quick passes which does get approved usually. Also higher altitude flights are less restricted. I want to say it’s 3000 feet and it’s okay to pass.

The problem is people are refusing to make simple changes in their behaviors to help prevent spread. Therefore, instead of using refined tools of minimal disruptive (masks and distancing) governments will have to fall back on the much more blunt and disruptive closures.

This is playing out to be yet another tragedy of the commons, just this time the commons are human lives and the economy.
