You request it when you walk up. IF IT IS OPEN. If it is too cold, rainy, windy, etc... they don't open it. The menu is the restaurant appetizers. And it is over 21 only.

It doesn't open until noon and if closed at dusk, from what I have been told. So, it's not always available.

No, it isn't. But they now offer patio seating on the first floor, offering the regular lounge menu.
