mypoints and the FDT free gift card???

I cashed out for my mypoints gift card. Are we supposed to get a 15$ free FTD gift card, from cashing out this month???

I cashed out twice in November (both were mailed in December) and received an $15 FTD gift card in each envelope with the cards I had cashed out for.
