Can offsite guest use disney transportation (busses)?

I got to much info in my head, plus the excitement of the upcoming trip makes me forget things.
 
Basically, yes. I know that all the literature says that 'staying on-site gives you the wonderful WDW transportation system' but I've never seen them ask for any form of ID. Since the buses don't run from park to park, as a rule or from resort to resort, most people on them are WDW resorts people. But I think you could safely use the buses, monorail and boats.
 
Actually your ticket/pass is what gives you the right to use all the WDW transportation.
 

I have read over on the DVC boards that security is checking resort id for people using the SSR busses. Because of SSR location to DTD, other hotel (non Disney) guests have been attempting to get to WDW via SSR.
 
I just arrived from WDW and stayed off site and tulled around with the busses, Ferries, monorail and never once had to show my ticket. It was terrific. (This was my first ever visit to WDW)

Actually, except between Epcot and MK (which has the monorail), there are busses that go between each park.

And your PH ticket gives you the right to use that transportation to "hop" between parks.
