They've been for sale up in Canada for the last several years, and they do very well up there. A big benefit is that traction and stability control come standard on every version of the car (even the $11k base version). I was talking to a guy from Calgary who was telling me that he had taken it out into a nice snow-covered parking lot and spent 30 minutes trying to spin out in it, and couldn't - the car just wouldn't let him loose control, etc. And the rear wheel drive helps in the snow, too...
We have had snow, at least 3 inches, twice a week every week for the last month. And the Smart cars up here are still out on the road everyday. They just make you smile as they drive by.
