There's a couple rides at Cedar Point that aren't set up to handle drop boxes. In a couple cases, it's just the set up of the loading and unloading areas, like Millennium Force, where you load and unload on different platforms.
Other rides could accommodate boxes, but they've removed them, either for space saving (like the "new" ride, Rougarou) or, IMO, to try to generate more revenue from locker sales.
That being said, AFAIK, Raptor is a coaster that has boxes on them. Not to mention, I've ridden it dozens of times in the past few years with my cell phone in my pocket and have never lost it. Either this guy didn't have it very well secured or he had it out while riding Raptor. I've seen that too many times - people who pull their phones out right after the ride leaves the platform.

If an employee working the ride saw the phone out, they wouldn't have let the ride leave the platform. They would have insisted he either put it away, place it in the boxes or give it to a non-rider. They're pretty strict about that stuff at CP.
