Just back and one complaint

Almost totally OT, and not to make light of what happened, but what I've done in the past when young children (nieces, nephews, my own...) were nervous around a character is to try and help them find a way to 'turn the tables' For example, Captain Hook will usually run away and act scared if you start telling him "Tick Tock"

Lol.... when he stole my daughters pen and would not give it back, she said, "if you don't behave I'll get the crocodile to bite your other hand!" he was aghast and promptly gave back the pen and ran.... thanks for bringing back a good old memory!
to the original poster though, I agree, they should know when to back off, and a 2 year old who is cleary terrified should be promptly left alone. It is after all a park for All ages to be happy.
