This statement may very well be true, But then of course you state "reported incident" which does leave room for unreported incidents as well as the question of "reported to whom?"
The one point which many of us have been making, and which you seem to not understand or be willing to acknowledge, is that there will be lots of people who do not have qualifying disabilities and who are Segway owners or renters who will state that they have a qualifying disability.
I agree with a prior poster that possibly you should channel your efforts to change the ADA to allow requiring proof of disability to be able to take advantage of certain rules.
Disney does allow certain employees to use Segways in the performance of their duties. But these people have received at least 24 hours of training. And, yes, Disney does allow Guests to use Segways, but under the immediate supervision of qualified trainers and only with the low-speed key and wearing helmets.
But until someone can come up with some legal method that Disney can use to restrict use of Segways by actually disabled Guests (other than as stated above) and insure that they are only used with low speed keys you are barking up the wrong tree.
