I suspect it's more for non paying Disney Village visitors than holiday visitors, another attempt to make DV a place for locals to visit.

If this is the case (which it very well could be) then they've got a long way to go. Most (all?) of the stores are Disney stores and there is one of those back in Paris. There's plenty of "unique" restaurants in the village, but people visiting for one of those are unlikely to want to visit a Starbucks at the same time.
