So what happens if you wait?
Amex has a once per card per lifetime rule for welcome bonuses. Chase generally lets you get the bonus again in 24 months.
You got the Marriott Biz in February 2018 (did you ever get the Marriott Premier/Plus?), so you could possibly get a bonus on that card again as early as March 2020. If you do, you’re locked out of the SPG Lux for another 24 months. If you even qualify for the Marriott Premier Plus (under 5/24 and aren’t disqualified under the new rules), and you get that bonus, you’re also locked out of the SPG Lux for another 24 months. This puts the SPG Lux (or whatever it’ll be called then) out again to 2022.
If you decide to wait on the SPG Lux, under the new rules in effect on 8/26, your Marriott Biz bonus means you won’t qualify for the SPG Lux again until at earliest March 2020. By then, you have to pick, Chase or Amex? If you get the SPG Lux in or about March 2020, getting the SPG Lux bonus means you’re disqualified from getting the Marriott Premier Plus or Marriott Biz for 24 months. This pushes the Chase cards out til 2022 when you could’ve possibly gotten the bonuses again in 2020.
Basically, after 8/26, you’re almost always going to have to choose Chase or Amex. Amex is a one shot deal. Chase is on a 24 month cycle.
So, right now, you can take the SPG Lux 100k offer, as crappy as it is, but also take that card off the table and out of consideration. Then going forward, you can just focus on the Chase Marriott cards and (1) whether it’s been 24 months since you earned a disqualifying bonus, and (2) are you under 5/24, since Chase said they’d be moving all their cards under the 5/24 rule at some point.
Hope that made sense.
As always, you've articulated and made more sense of most of what was going through my head when I typed my post earlier. This is exactly what made me lean towards just getting it now, burn, and see what the churning landscape looks like down the road as oppose to pegging this on uncertainty. The longer I wait on the Lux, the further I push the reset clock, in addition to the fact that again, Marriott is making it more and more difficult to churn their line of cards post 8/26. As you said, you have to choose Amex or Chase, but if I round out Amex now, I can just focus on Chase IF I want to remain attach to the brand long-term. At the moment, my sentiment towards them is

Did you ever get this worked out? And did I miss your follow-up somewhere in the past 200+ pages?
Just to share a dp - I loaded a fixed value $200 USB MCGC onto my MasterPass account today and that went fine. Maybe variable load is treated differently than fixed value cards?
I did have to go incognito mode when I logged into Plastiq to avoid the Capital One MasterPass default, but was able to spend most of the $200 down.
My fixed rate MCGCs from Staples last time also went through fine, but perhaps you may have found the 'issue'? I plan to try a variable load later tonight (if I remember, since I have two apps (Lux and CIP) to do tonight

Also, I noticed there was a link that you could click without using incognito to bypass the CapOne MasterPass Default. It's towards the bottom of the main prompts and read "change wallet", I think. Had "wallet" in the link.
