If I remember correctly, your DH has an actual business. The bouncing between messages suggests Chase was reviewing the app but couldn't verify DH's personal or business information. While the 7-10 days message is usually considered likely denial, what you can expect is Chase will send a letter that you should receive in about 7-10 days listing the reason(s) for denial and a contact number if you would like the app reconsidered. That number should be 1-800-453-9719.
The reason for denial is very likely they were unable to verify DH's information, but if you can confirm the information over the phone or provide some document reflecting his business, e.g., DH's license or other ID, a business license, DBA, EIN, tax returns, etc., and submit them at a Chase branch and/or fax them in, that should kick DH's app back to 2 weeks/30 days and DH should be approved eventually.
Again, the 7-10 days message is likely denial because of verification. If you feel confident enough to call recon(sideration) before the letter arrives, or rather have DH call recon or perhaps have you speak on his behalf, then you can get moving on providing the information and documentation to get DH's app approved.
