How about this for organization?
A committee of DIS ANGELS is put together. These people should represent a wide collection of DIS people -- old-timers, newbies, usually-lurkers, moderators, chat-hosts, non-hosts, and so on. To participate, you don't *have* to be a member of the committee, but the committee comes in later.
Once a month, people participating send their "dues" ($1? $2? $5?...) to the primary representative of the Angels (which may change with time)
During a month (say the month of September), everyone watches to see who is having a rough time of it and could use a pick-me-up.
A DISAngels screen-name is created, and whoever wants to sends a PM to the screen-name (regardless of whether they send $$ or not) nominating ThisPerson for the DisAngel spotlight for the next month. You can not nominate yourself, and if someone has been the recipient of whatever from the Dis Angels, they can't get something again for the next X months (3? 6? 12?)
The first week of the next month (for this example, October), the committee "meets" to evaluate everyone who has been nominated the month before. Then someone from the nominees is selected to be "tagged" by the DIS Angels for this month (in this example, October).
At that point it is determined how best to "tag" the recipient: Each situation would be best dealt with in different ways. Someone who just lost several family members, for example, might feel better to have flowers sent to them, but someone who just lost their job and is about to be evicted from their home wouldn't find flowers helpful but could find the $20 (or whatever) for the flowers to be *very* helpful. Each situation is dealt with in the most appropriate manner for that person and situation.
If, say, 10 people are nominated who all would be best to have a bouquet of flowers but the Angels have collected $400, no on needs 1 bouquet worth $400 -- instead, we could hit more people with bouquets of flowers. Again, each month is evaluated on a monthly basis.
If (yeah, right) there is ever a month in which no one needs a pick-me-up, the funds collected in that month could either go into a kitty for a large thing (like sending Stephanie to The World) or be folded in to the next month's funds to be distributed, or be donated to a charity such as Make a Wish or Give Kids the World.
Does that make sense? Would any of that help?
