Honestly, I can't think of any safe way to do that. That is a huge chunk of beef!
I would thaw it out safely, cook it all up, put it in plastic freezer bags by the pound for using later and refreeze it until you need it.
What about an electric bread knife?
According to the USDA website it is safe to refreeze meats. You may lose a little quality but it's safe to do. I refreeze meat and I've never had an issue.

I agree with that, but 10 lbs of Ground Beef is a lot and the amount of time to thaw that much safely, would be pretty tricky. That's why I would go for cutting it with a saw, like the one above.
Yeah, but who has the money to put out for that kind of saw? I imagine it'd be more expensive than the beef.
ok OP here.
we uh, decided to toss it out.
I was informed that the person my daughter got it from (she had to move & did not have room in freezer) was given it from someone who worked for Lion country safari,,,,,,,, um,, guess these chubs were used to feed the beasts there.
now.. it may have been fine & dandy meat, but staring at the sealed wrapped tube.. we couldn't help but wonder,, uh, is that cow beef in there? or *ick* somethign else.........
