How do these work? is there a charge? where are they located?

Just like in a hotel lobby. Pick up the phone, dial the stateroom number (or guest services or whomever you are calling). No charge applies. Not sure exactly where the phones are located but they weren't hard to find when needed. We usually just called from our room.

From what I recall, they seem to be located near the elevators.

They are pretty much all over the ship. I have seen them on almost every floor by the elevators/stairs, in the lobby, etc.

We use them all the time.
