Whether it is a barking dog or a screaching kid, as long as it stops at a reasonable hour, I don't see the issue.

Also, in response to another poster, I seriously doubt that the police would be interested in a call complaining about loud children at that time of day.

Really, if you had a neighbor with a dog that barked all day long it wouldn't bother you? Obviously you have never had a constant noise issue near you or you would not be saying this. This noise is BEYOND normal kids playing noise if someone has to turn up their TV to be able to hear the TV.
 
I'm curious whether your town/county/city/whatever requires any kind of permit for a facility like the one next door to you. It would seem some kind of variance or permit might be required, depending on your locale.

Yes, our county requires a permit or license for her to run daycare in her home.

No, not yet.

She did not come out at all yesterday due to the 106 degree heat. Today I went to work so I didn't hear if anything went on this morning as no one was home.

Today, same thing--no one is outside because of the heat.

My plan is to wait until tomorrow or Friday (temps start dropping tomorrow). If she is outside with the kids, I am going to go on my deck and fire up the grill. I will probably approach her at that point and just explain that over the last few weeks it's been extremely noisy and could she work on it a bit with the kids--specifically the one or two that scream and shrill for hours.

Im in an area effected by the heat wave too can't even really go outside as I watch my grandmother who can't handle this heat.
 
Is the screaming child just screaming to be screaming or screaming because he/she doesn't want to be there? If its the latter, it will stop on its own and there isn't much that can be done about it in the meantime.


It does sound like she needs to engage the children in more planned activities and less time running around and making lots of noise.

Well, first, it's more than one child. The first time the screaming happened a few years ago, it was one girl. I know her name was Sarah because she was being reprimanded all the time for so many things. She was the shrieker. Sarah has since moved on, probably in elementary school by now but she no longer attends the daycare.

Now we we have *several* screamers. At least two, maybe three. They all appear to be boys this time. One of them starts shrieking and running and the rest follow suit. All just tearing around the yard screaming their heads off. It's actually quite funny to watch and if I didn't have to listen to it everyday I'd probably say "oh, those kids...." but it's a lot of yelling.

And then there is the provider herself yelling to reprimand them for whatever. A few years ago, all I heard when I got home was "Devon stop that, Devon quit hitting him, Devon go sit on the chair, Devon really please." Day after day after day. Old Devon was a real handful!!

All this I can hear while sitting in my house, news on, dinner cooking, AC going.
