It's one thing to request 1-2 slices (or wedges) with your water, but to ask for the equivilent of a whole lemon is just not right! That would be like taking your own beer or liquor into a bar, or taking fast food into a table service restaurant. You are intentionally doing something that is keeping the said business from making money.

Why would you make someone angry and lose them as a customer over a glass of water and a couple of lemons?
The customer is going to order water either way, the lemons are usually already either on a salad bar or drink station or the waitress brings out more than enough anyway, and sugar packets are on the table. Soooo, the resteraunt is not losing anything by someone adding the already offered lemons and sugar to their water.

No, ordering a glass of water with a couple lemon wedges isn't wrong. Neither is adding a flavoring packet to a glass of water.
But "making your own" lemonade??
I saw a woman at a Panera Bread once that had a glass of water, about 6 sugar packets, and at LEAST a dozen lemon wedges scattered on napkins all over the table. She didn't have anything else, just that. She was trying very hard to squeeze out the lemon juice, would add a packet of sugar here and there, and would stir vigorously. It was very obvious what she was doing.
To be blunt, I thought it was ridiculous. Guess all the other people who may have wanted lemon with their water was out of luck, because there were no more lemon wedges up there when I walked by the drink station. And yes, restaurants would lose money when they have to go through lemons like crazy because someone squeezed a whole lemon meant for 6 people into one glass of water. It might not be much money, but when you're operating a restaurant, you need to penny pinch every which way you can.
