Has anyone ever used the Tote N Go portable carseat?

We decided to rent a minivan from Dollar. I asked in a previous thread if the 5 of us would fit in a full-size, but now my mother is joining us.

My younger DD will be using her booster seat w/ 5pt harness on the plane but I need something for my 5 year-old in the rental car. I am thinking that I can use the booster w/seat belt for the older one and get the portable carseat for the younger one. For the cost of renting a carseat I can have this to use for later trips. Has anyone ever used this harness? Is it safe? She is well within the size limits and her head would not be above the height of the bench.

I could be wrong, but I have a vague recollection of reading that the Tote 'n Go hasn't actually passed federal safety tests, though the ads for it are fuzzy on that point. I would check it out carefully before buying; if it has passed the tests, it seems like a great alternative for you.
