We have one here in Scotland - you have to buy them from a Government licensed supplier and you have to pay for ownership of the licence plate. Once you've paid it's yours for 10 years and then you have to renew - it can follow you from vehicle to vehicle. You just have to make sure you have the original registration plate supplied with the vehicle when you're selling it on. We have 2 plates on our cars here - front and back.

Nothing personalized but I have had 2 speciality plates: FL wildflowers and the WDW castle plate.

Two of my three plates are related to the Adventurers Club. I was absolutely shocked they were available.
My wife’s car plate is custom, but non Disney related.
