It would make no sense to have a law like that. That would mean when Jon and Kate plus 8 came to WDW, they would have been required to have 3 connecting rooms (which don't exist) because only 4 could stay in each room.
I think that it probably was confusion over needing to have an adult registered in each room.

My internet searches found this thread as the only mention of a law requiring connecting rooms. I've been on the DIS Boards plus some others since 1999 and this thread is the first time I have heard of it.
Just wanted to second this! My friend was one of 7 and they always rented a house off-property because Disney couldn't guarantee connecting rooms and they didn't like the idea of one parent wrangling 3-4 kids each night.
Honestly, Disney seems to go above and beyond in trying to give connecting rooms AND by introducing Family Suites and the Tree houses. Sure, they might cost more, but if it's peace of mind and keeping the family together that will make the vacation for you, it's well worth it.
