FP+ and under 3

if a guest is under 3 do they need a FP for such attractions as enchanted tales, meeting mickey. or does the adult only need a FP
 
No, a child under 3 does not need a FP for anything, only the accompanying adult. Since they don't have a ticket, it is not even possible to make a FP reservation for them.

in order to get a fastpass you must have a ticket.
children under 3 don't need a ticket therefore don't need a fastpass.
its just like with old fastpass.
only ages 3+ need a fastpass for attractions.

Apparently, it IS possible to make day-of, in-the-park FP+ reservations for under-3 yo kids if they have a MagicBand.
Then, anyone else in the party can USE those FP+ to ride extra attractions by "borrowing" the young child's MB.

No need to have a valid ticket to make FP+ once in the park.
