Apparently, it IS possible to make day-of, in-the-park FP+ reservations for under-3 yo kids if they have a MagicBand.
Then, anyone else in the party can USE those FP+ to ride extra attractions by "borrowing" the young child's MB.
No need to have a valid ticket to make FP+ once in the park.
