Believe it or note the non DVC incentives aren't free for DVD. They have to pay for Fast Passes, APs and Cruses. Granted they get a discount, but they do have to transfer money to the other departments at Disney to cover the cost.
Yeah, of course, but whatever it costs DVC is equaled by the sale to Disney. So it's a wash, or close to it.
It looks to me as though DVC has a large amount of inventory coming on line, and many fewer people able to buy it.
Property values are WAY down in this country. Disney hotel room rates are way down (buy 4, get 3 free). The stock market is down 26% since Obama was elected, only 3 months ago. Why should DVC points be near an all-time high?
In a bad recession, prices for property and goods can go down A LOT.
But I guess we will see.
