Spinning is done on a special type of exercise bike. You can adjust the resistance to seem like you're riding uphill (hard) or downhill (easy). You vary the resistance and intensity during the workout. There are several videos out for spinning, ranging from just getting started to super intensity burn my legs out
First time I ever tried it, I was soaked with sweat within 10 minutes.
