Does quality of service decrease during peak times?

I'm reading all these wonderful stories about experiences at Disney, the great CMs, etc.

I'm going at Christmas and I know it is going to be insane and magical in at least its own way... but I'm wondering do these peak times with millions of people bring out the best in CMs, characters, restaurant staff, etc., or does it make them more stressed and cranky?
 
I think it all depends on the quality of the guests that the CM has been dealing with all day.

CM's usually try to be happy, cheerful and helpful all the time.
 
My husband is convinced of the opposite. We have gone a few times during the most slow times, and he feels that is when the services go down. Fewer busses, fewer cash registers open in shops. Lots of rides closed due to technical difficulty. I can't say I agree with him, but he feels that Disney pulls out all the stops as far as service goes, when the parks and resorts are packed.
 
I've been at Christmas and during the summer peak season, and I find the quality of service to be very good. Everything is open and there are lots of CMS around.

The downside is there are HUGE crowds to deal with and some of those people get very cranky. They don't understand why they have to wait so long during the busiest week of the year.
