DOD employee discount

We booked a cruise in 2019 on Disney with the dod employee discount. We are thinking of another cruise. My husband is no longer active military but instead works for the DOD as a civilian. I don't recall what we used last time for ID when we booked, or if they even checked it. We "think" he just brought his work ID that says DOD employee on it with his drivers license but we don't honestly remember and the website is NOT clear to us.
What is the required ID for a DOD employee? All I am reading is military ID is required, but we don't have one.
Are we reading it wrong and he does not qualify?
Also, how often are the military discounts released. Right now, all the current one's won't work for us so hoping for a winter one.

All that's required is that one person in the stateroom has to produce a a CAC card when checking in. I've always been asked to show my CAC when checking in on a military discounted cruise. YMMV, though. If he's civil service, it will say on the CAC. Yes, he does qualify even if not retired from active duty. The list is usually updated once or twice a week; if you subscribe to Scott's blog, he sends out notices when the discounted cruise list is updated.

We haven’t sailed yet, but my understanding is that he needs to present his CAC or you can use your dependent ID. (My husband is also a civilian DOD employee)

DCL used to require the proof shortly after booking so it may be possible he wasn’t asked for ID at check-in. I would always expect to need to show proof of eligibility, though.
 
Sailed on the Dream in December and showed my CAC (DoD) at the terminal during check-in. I don't like traveling with my CAC!
