Can’t you just stick her on a plane and then pick her up at the airport? Dd21 started flying alone at 10, it was fine. Especially with 2 of them.
If I read the OP correctly, she's hesitating on that that because the local airport near the camp is a very small one with little competition, so the airfare to get to it is much more than the nearest major airport, AND the camp is going to charge her an additional fee from ground transport to get her to and from that local airport.
One possibility might be to check out coach service from the major airport, assuming that the camp is held on a university campus. Coach services like Megabus do tend to provide service between airports and universities. Kids who are competitive-level athletes are usually pretty good at solo travel; I know mine is.

Camp Grandparents House is the best!! Good memories of going to mine for a couple of weeks in the summer when I was little. Daily ice creams and the beach only down the road, what's not to love?

We work hard to keep riff-raff out. (This is actually amusing because my SIL really thinks thatTrue enough. And one of my kids' camps will also have the riff-raff cousins in attendance, so clearly it's not *that* exclusive.

I am very grateful for this. I treasure the summers with my grandmother and she only live 90 mins away. My only regret was waiting until they were "old enough". I wish they would have gotten the chance to spend that time with my father before he died.In my opinion, the posters I quoted are the luckiest ones. Your children have the luxury of forming lasting memories with their grandparents. While my husband and I are grateful that we can send our kids to sleep away camp that they absolutely love, I would feel even luckier if my children could have had the opportunities that your children get to experience with their grandparents. My mom passed away when my kids were very young and neither my dad or my husband's mom could have taken them for even half a day, let alone a week.
I almost sent my kids to an elite crime fighting superhero camp, one the counselors was going to pick them up in her private jet but I couldn't see it at the airport. Needless to say they never made it there.
