Dining Reservation Start Time?

I know you can start a reservation 60 days out.. but what time does that start? So if I want to make a reservation for 22 Oct, what day/time should I be camping the reservation page? And is the app or the website more successful?

If onsite its 60 days out plus length of stay.
If staying offsite its 60 days one day at a time.
60 days from October 22nd would be August 23rd. Saturday.
6am eastern online.
7am eastern by phone.
Have the app and website ready to go in case one is not working right.
I prefer the app.
Some say they can get in earlier than 6am online but I've never been able to.
