Do they have child swap at DLR and DCA like they do at WDW?

yes...there is a post a few days back about this - can't remember the title. I beleive you tell the CM at the beginning of each ride line & you have to have both parents present when doing this to get the pass - they tell you where to go.

I have not done it yet so I THINK I have it right. Someone correct me if I'm wrong please!!!!

Yes, although I've never been to WDW, I assume it works the same way.
