Oh, goodness... what a tough choice. Happy 40th and the good news is that you can't go wrong! I love both. I'd describe Bull and Bear as a traditional steakhouse vibe with elevated comfort food. You get a team of servers (who are great) and there are a lot of tableside preparations - if you go, don't miss the fried chicken (an entree but can get as an appetizer to share- sounds basic but is otherworldly) and the lemon dessert. Also, the caesar and the steak frites are not to be missed. Capa, I feel like is a bit more elegant, upscale (but equally delicious). There's a rooftop bar for pre/post cocktails (bonus if you can time for sunset) and also an area where you can step out from the dining room for fireworks. Service is the 4 Seasons standard and exquisite (and befitting the Michelin star they earned). If driving, for both you would valet and can get your ticket validated. You really can't go wrong.
