As a local, I love to go to all the resorts to eat/shop/stroll around. It's hit or miss whether I can get in. I totally understand why.
But is it possible to call resorts directly and find out if they're letting people in without reservations? I hate driving around looking for a resort that's letting people in.

No there is no direct number for any resort, any call center number it not onsite, and does not have any daily or real time information.

Just take Disney transportation. In your specific case grabbing a bus at Disney Springs (DS) to any resort. Parking is free at DS. This way you can visit any resort without an ADR requirement. As a general rule, any resort near one of the (4) Parks is going to very likely turn you away. If you go to a more remote resort like SSR or OKW you may get in if parking is available which it is very often widely available.

You could always park at Disney Springs and bus to one. Now if you are eating at a TS restaurant then you will be able to park at that resort

I had a botched visit to Disney’s Polynesian Village and guess what? I got redirected to Disney Springs and their bus station. It’s not really possible to know about the visitors’ parking availability but your best bet is to use the Disney buses. PO, OKW and SS have water taxi service weather permitting.
 
I would just go to Disney Springs. It is decorated with plenty of food and shopping opportunities. They are most likely going to be tight on parking without a resort stay or adr at monorail and boardwalk resorts. All stars don’t really have much to look at. You could pay for parking at Hollywood Studios and then you have boat and Skyliner access which would be easier with a stroller.

I think this is the way to go.

OP, if you can't do buses with your toddler, as PP noted, you can pay to park at DHS and boat or Skyliner over or park at TTC and walk to Poly or monorail around on the resort line. You can also pay to park at the Swan or Dolphin and simply stroll around the Boardwalk from there which would be easier than parking at Hollywood Studios.

If you really don't want to pay to park, simply make an ADR at the resort you want to visit so you can park, have a meal and tour the resort. Paying to park at TTC or DHS is $35, Swan/Dolphin is $36 - maybe just put that money toward a meal and make an ADR at a resort instead?
 
So maybe just concentrate on the resorts that you can most likely park at to visit for now, like the AllStars, POFQ/Riverside, maybe AKL.

Do you have a Florida annual pass? If you do, just park at the TTC and walk to The Poly/Grand Floridian.
AKL is very difficult without a dining reservation.
