I have a Military voucher from Shades of Green and had the exact same problem. Thanks to a wonderful poster on a different thread this is what I did.
I think its that you shouldn't enter your tran # at all. I don't know if you have a tran # w/ your tickets, but if you do, don't enter that part. Also, you can call Disney's tech dept. and they will help you out. (407) 939-7765
I had to call for tech help. The technician talked me through it and it still didn't work. So she took my e-mail address and worked it remotely. I am now registered and planning our while trip. Give the tech dept. a call.
