Borrow points for Disney Collection?

Can points be borrowed from the following use year to cover a Disney Collection ressie?

It's the same rules as for DVC resorts. Keep in mind that once you take the points out of DVC, they cannot be returned to use at a DVC resort.

Thanks. Anyone know if I have to pay a $75 fee or is that just for DCL?

Would I get a confirmation in the mail the same as I would from a DVC resort when I book?
