I could be totally wrong but I've been under the impression that they are two different things. It's probably best to get clarification from the Service desk beforehand. I've googled and googled but can't seem to find a clear answer. It would be counter productive of them not to match a price under their regular policy though, that sends you out of their store and into someone else's.
What the sign says (and the blogger explains) is that Walmart is changing their policy this year. Rather than doing a straight price match, the difference between their price and the ad price will be given to you in the form of a Walmart gift card. This is NOT an additional gift card amount, it's the difference between prices given in the form of a gift card. So they are not actually re-pricing the item for you; they will issue you the difference in the form of a gift card. It also clearly says that Thanksgiving and Black Friday sales ads are excluded from the price match policy. Apparently these signs are posted in the stores, so check at your local store.
